Overview
Ella Ri̽me Kez was founded durring the late 12th century in fall of the year 1053, by Trthêg̈kdo Yandieri. The establishment of Ella Ri̽me Kez suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.
Ella Ri̽me Kez was built using the conventions of Wood Elven durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Ella Ri̽me Kez is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Ella Ri̽me Kez is buildings are arranged within a network of broad gravel streets which form a rectangular grid, where each block verries in size given the proximity of the paralell streets forming each section. The ocasional smaller block has been used to construct a park, plaza, and other communal structures. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. The town's millitarily questionable fortifications are visibly old, but also obviously maintained semi-regularly. Its likly the local malishia or garrison are tasked with ocasional mantance of the towns defences.
A look around Ella Ri̽me Kez gives you a feeling of distrust and paranoia. Also greed. The locals seem to be very much into scholastic pursuits, based on the hushed, murmured conversations you hear at least. Everyone in Ella Ri̽me Kez acts like they have discovered something wondrous, and are worried they will endure some horrible fate so another can take what they’ve discovered for themselves.
Civic Infrastructure
Ella Ri̽me Kez has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Ella Ri̽me Kez. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Ella Ri̽me Kez's parks.

Ella Ri̽me Kez has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Ella Ri̽me Kez's natural decorations nor waterways.
Ella Ri̽me Kez has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes
Ella Ri̽me Kez's garrison was built using a different architectural style from the rest of the town. The style used is best known for the combined use of arcuated and trabeated construction, employing arches and constructed with post and lintel. The arch served as the style's chief structural element, with flanking columns serving as buttresses or decorations. While the general shape of their structures could be generously described as simplistic, the use of these arches and columns created a most distinct ascetic which is easily distinguishable on sight to armatures and experts alike.

History
Ella Ri̽me Kez is still bloodied by a recent violent conflict. A crushing bandit raid, a lost siege, getting caught at the periphery of a major battle, or some other calamity has inflicted severe damage on the place. Some communities may suffer a longer-term version of this, their youths lost in a grinding, endless battle against some perpetual threat.
In time immemorial, reportedly some time during the late 2nd century, Ella Ri̽me Kez was attacked by soldiers from another nation, with orders to raid Ella Ri̽me Kez. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Ella Ri̽me Kez lost 233 people, 376 livestock, and 71 buildings. The conflict ended after roughly 90, when members of Ella Ri̽me Kez's militia enacted an operation to train a group of civilians for a special clandestine operation. The operation was complicated by the army's activities draw the wrath of formerly neutral parties. The conflict ended with a last stand against the enemy until a particular event occurred, which ended in victory for Ella Ri̽me Kez's forces. The war is remembered in legend by Ella Ri̽me Kez's bards, historians, and legend keepers.
